I have asked Messrs, Deacon, Looker, Deacon & Harston to
allow me to reply to your letter of the 23rd instant No.
1209/1912, addressed to them regarding the draft Conditions
for the lease by the Government of the area proposed to be
converted into a Portuguese Settlement.
I have to state that the draft Conditions as submitted
by the Goverment are not quite what I had expected would
be formulated. However, in order that there may be no
further delay, I and my co-lessees are agreeable to accept
the Conditions as drafted subject to the modification to
Condition R mentioned in your letter under reply and the
suggested amendment to Condition V being adopted and to
Buch modification of the provisions of the Public Health
and Building Ordinance as the Goverment may allow, and alec subject to modification of Condition z2.
Regarding what you state with reference to Condition G
that I had expressed willingness to construct the road if
the Reservation were granted at a premium of one cent a
foot, this is accurate, but the premium so far asked per
aore of $500 works out on the area of 45 acres at about
$3,000 above one cent a foot.
I note that the amounts contemplated to be expended by
the Government in the constructing and training of nullahs
is approximate only and it is not considered that any
economy on the expenditure proposed will be possible.
however, this opinion proves erroneous and there proves to
be a surplus, I beg to ask that such surplus be devoted to
